Three More Junior Colleges to Feature High-Rise Buildings in 2028

SINGAPORE – In January 2028, three additional junior colleges (JCs) will join Eunoia Junior College (EJC) in moving to new campuses featuring high-rise buildings.

The colleges—Temasek Junior College (TJC), Anderson Serangoon Junior College (ASRJC), and Jurong Pioneer Junior College (JPJC)—will transition to campuses situated on smaller land parcels but will include buildings that rise up to 12 stories, according to tender documents obtained by The Straits Times.

EJC, which opened its doors in 2020, already features campus blocks of 10 and 12 stories.

Although these new campuses will occupy less land than the existing ones, they will offer a greater total floor area. All three will include a track and field, a standard facility across nearly all pre-university campuses in Singapore.

The Ministry of Education (MOE) announced the JC Rejuvenation Programme in March 2019, which involves upgrading or rebuilding older junior college campuses. An MOE spokesperson indicated in 2022 that the ministry is exploring high-rise designs to optimize land use.

The construction tender for TJC was initiated on October 14, and MOE stated on October 28 that the design work for the ASRJC and JPJC campuses is currently in progress and will be completed in stages over the coming months.

According to MOE’s tender documents, the new TJC campus located at 22 Bedok South Road will cover approximately 4.5 hectares and will feature around 50,900 square meters of gross floor area. In contrast, the current campus, established in 1977, occupies an 8.4-hectare site with about 33,300 square meters of gross floor area, based on Urban Redevelopment Authority (URA) data.

TJC’s new campus, designed by CPG Consultants, will include a 12-story block housing administrative and specialized teaching spaces, such as music and science facilities. Additionally, there will be a six-story block featuring a parade square, auditorium, canteen, and indoor sports hall, along with a separate nine-story block for seminar and tutorial rooms.

Overlooking the school’s track and field will be a two-story structure with a spectator gallery, complemented by two covered basketball courts and two tennis courts adjacent to a single-story block housing an indoor shooting range.

Approximately 3.3 hectares of the original site will be returned to the state, overseen by the Singapore Land Authority (SLA), while remaining designated for educational purposes in URA’s 2019 Master Plan.

Part of the new TJC campus will also be constructed on land currently occupied by Katong Flower Shop, which has been in operation since late 2018. The shop’s lease at 221A Bedok South Avenue 1 is set to expire in late 2026.

For ASRJC, the new campus will replace the former Anderson Junior College site at 4500 Ang Mo Kio Avenue 6, which opened in 1984. This new campus will cover about 4.2 hectares with a gross floor area of approximately 40,500 square meters, replacing the old 5.9-hectare site that had a gross floor area of around 27,000 square meters. After demolition, about 1.6 hectares of the site will be returned to the SLA.

The ASRJC campus, also designed by CPG Consultants, will consist of a nine-story block featuring a canteen, parade square, and indoor sports facilities, along with two 11-story blocks dedicated to administrative and teaching functions.

Lastly, the new JPJC campus at 800 Corporation Road will occupy roughly 4.1 hectares, which is smaller than the previous Jurong Junior College site of 6.6 hectares. The new JPJC campus will offer about 40,400 square meters of gross floor area, exceeding the 24,900 square meters of the old campus.
